Reduces signature requirements for designating and nominating petitions from five percent to one and one-quarter percent of enrolled party voters in the relevant political unit.

Lowers specific signature thresholds for New York City offices: citywide offices from 7,500 to 1,875 signatures; county/borough offices from 4,000 to 1,000 signatures; municipal court districts from 1,500 to 375 signatures; city council districts from 900 to 225 signatures.

Reduces signature requirements for offices outside New York City, including congressional districts (1,250 to 312), state senatorial districts (1,000 to 250), and assembly districts (500 to 125).

Includes language stating reduced thresholds override any New York City Charter provisions requiring greater signature numbers.

Takes effect immediately, does not apply to special elections in New York City with petitions filed before February 15, 2021, and expires December 31, 2021.
