Establishes ballot harvesting as an unlawful practice, defined as submitting absentee ballot applications on behalf of others or collecting/distributing absentee ballots without authorization.

Allows submission of absentee ballot applications on behalf of another voter only if: (1) the applicant is a family member within three degrees of consanguinity, or (2) the voter provides signed, notarized written consent no more than 30 days prior and the person submitting has not submitted applications for any other voter.

Permits collection, distribution, or submission of absentee ballots only by: family members within three degrees of consanguinity, caregivers with notarized voter authorization, election officials performing official duties, USPS employees performing official duties, or delivery couriers hired by the voter performing official duties.

Establishes willful ballot harvesting as a Class D felony and non-willful ballot harvesting as a Class A misdemeanor.

Effective date is November 1st following enactment.
