Requires state agencies and houses of the state legislature to proactively publish records of substantial public interest on their websites when they have the technical ability to do so, provided the records are available under the Freedom of Information Law.

Allows agencies and legislative houses to remove published records from their websites when they are no longer of substantial public interest or have reached the end of their legal retention period.

Exempts records whose disclosure would constitute an unwarranted invasion of personal privacy from the proactive publication requirement.

Directs the Committee on Open Government to promulgate regulations to implement the new requirements and provides guidance from the Office for Technology and State Archives on accessible formats.

Takes effect ninety days after becoming law.
