Increases civil penalty for dog owners whose negligence results in a dog biting a person causing physical injury from $400 to $1,000.

Elevates the penalty for a dog owner whose negligence results in serious physical injury from a civil penalty to a class E felony punishable by a fine up to $5,000 (previously up to $1,500).

Increases the felony charge and penalties for owners of previously-determined dangerous dogs whose negligence results in serious physical injury from a misdemeanor to a class E felony, with fine up to $5,000 and imprisonment up to two years (previously $3,000 fine and 90 days imprisonment).

Requires further investigation and search of personal and real property of any person convicted under these provisions who has a prior felony conviction under penal law Title H (Sex Offenses).

Takes effect 60 days after becoming law.
