Directs the state police superintendent to contract with non-police professionals specializing in implicit bias, anger management, and diversity training to conduct seminars with at least one law enforcement official present.

Funds diversity training seminars through seized asset funds and the state division of criminal justice services budget, distributed as grants to municipalities.

Requires diversity training programs to commence by January 1, 2021, with the act taking effect immediately upon passage.
