Authorizes the governor to present a "New York State Korean War Commemorative Medal" to eligible individuals in the name of the state legislature.

Eligibility requires: current or former New York State residency, service in U.S. Armed Forces or organized militia on active duty on the Korean peninsula/contiguous waters/airspace during June 27, 1950 through January 31, 1955, and honorable discharge or equivalent status.

Extends eligibility to veterans with qualifying conditions as defined in Executive Law Section 350 and discharged LGBT veterans who did not receive bad conduct or dishonorable discharges.

Limits recipients to one medal per person; posthumous awards go to the designated representative of deceased eligible individuals.

Takes effect 120 days after enactment, with the Division of Military and Naval Affairs authorized to establish rules and regulations for medal presentation and distribution.
