Amends Agriculture and Markets Law Section 305-a to expand who can request the commissioner's opinion on whether farm operations would be unreasonably restricted by proposed local land use regulations.

Adds "a person or entity performing agricultural practices on behalf of a farm owner or operator" to the list of those who may request an opinion from the commissioner.

Allows the commissioner to render opinions to local government officials regarding whether proposed changes in local land use regulations, ordinances, or local laws would unreasonably restrict or regulate farm operations.

Takes effect immediately upon enactment.
