Amends election law to require boards of elections in counties needing more than one early voting polling place to designate at least one State University of New York (SUNY) or community college campus with at least 2,500 undergraduate students as a polling place for early voting.

Provides additional discretionary funding to counties that designate more than one SUNY or community college campus as an early voting polling place for at least three consecutive weekdays during the early voting period.

Provides additional discretionary funding to counties with fewer than 50,000 registered voters that designate any SUNY or community college campus as an early voting polling place for at least three consecutive weekdays during the early voting period.

Takes effect immediately upon enactment.
