Establishes the Aging in Place Council within the Department for the Aging, chaired by the director with a vice chair designated by the director.

Council membership includes the Commissioner of Health and Superintendent of Financial Services (ex officio), eight members appointed by the governor on recommendation of legislative leaders (three from Senate President, three from Assembly Speaker, one from each minority leader), and three members recommended by local area agencies on aging.

Council members receive reimbursement for actual and necessary expenses but no additional compensation.

Council shall study and provide recommendations on ten areas affecting older adults aging in place: building access, transportation, housing, community participation, nutrition and wellness programs, employment opportunities, technology access, elder abuse protections, home medical care, and cost reduction.

Council must meet at least twice annually and issue findings and recommendations report by October 1, 2022 to the governor, Senate President, and Assembly Speaker.
