Directs the Office of Fire Prevention and Control to conduct a study examining and evaluating recommended minimum qualifications for volunteer firefighters.

Study must include coursework required for Firefighter certification or Firefighter Recruit I and II certifications under New York regulations, recommended training hours, availability of training courses and resources, availability of trainers, and minimum trainer qualifications.

Study shall consider geographical region, prominent industries, population demographics, and demand for volunteer firefighters in different areas.

Office must submit a report with study findings to the governor, temporary president of the senate, and speaker of the assembly within twelve months of the act's effective date.

Act takes effect immediately upon enactment.
