Amends Agriculture and Markets Law to require dog control officers, peace officers, police officers, and animal shelters to promptly inspect seized dogs and provide veterinary care, parasite control, and vaccinations to relieve pain and suffering.

Mandates that seized dogs be properly sheltered and fed, with potable non-frozen water made accessible at all times while in the possession of the responsible officer or shelter.

Extends the same care requirements (prompt inspection, veterinary treatment, shelter, food, and water) to lost, stray, or homeless animals taken into possession by officers, societies, pounds, or municipal shelters.

Requires the same care standards for dogs surrendered by their owners to incorporated societies for the prevention of cruelty to animals, humane societies, pounds, or municipal shelters.

Takes effect on the thirtieth day after becoming law.
