Requires pet dealers to maintain and provide purchasers with records including the breeder's name, address, telephone number, breed information for the animal and its parents, and any available information about hereditary, genetic, or congenital defects in the animal's lineage.

Mandates that pet shops provide purchasers with copies of breeder information, the animal's breed and parental breed details, and any available hereditary or genetic defect information upon sale or transfer.

Requires pet dealers to record the telephone contact number for the person from whom animals are acquired, in addition to existing name and address requirements.

Applies to both state-regulated pet dealers under agriculture and markets law and New York City pet shops under administrative code.

Takes effect 60 days after becoming law, with the short title "Byron's law."
