Establishes the "Farmland for a New Generation" program to be overseen and administered jointly by the Department of Agriculture and Markets Commissioner and American Farmland Trust.

Creates a statewide resource center for farmland transition and conservation, plus a network of regional navigators to assist with farmland access and transfer throughout New York.

Program activities include helping new farmers find affordable land, assisting established farmers find successors, aiding landowners in finding farmers, supporting farm family ownership transfers, and helping farmers establish conservation easements.

Allocates funds to the Department of Agriculture and Markets for establishing the statewide resource center in collaboration with American Farmland Trust, subject to appropriation.

Allocates additional funds to support regional navigators through Cornell Cooperative Extension and other not-for-profit conservation organizations, subject to appropriation.
