Amends the elder law to expand the commissioner of health's powers in administering the elderly pharmaceutical insurance coverage program to include implementing alternative program improvements for efficient and effective operation.

Requires the establishment and maintenance of an electronic online system for registration into the elderly pharmaceutical insurance coverage program.

Specifies that the existence of the electronic online registration system shall not require applicants to utilize it, preserving non-electronic registration options.

Takes effect immediately upon enactment.
