Prohibits persons convicted of violating animal cruelty statutes under Agriculture and Markets Law sections 351, 353, 353-a, and 355 from working as dog control officers, animal control officers, or paid employees or volunteers at animal shelters, pounds, humane societies, animal protective associations, or societies for the prevention of cruelty to animals.

Excludes from the volunteer restriction anyone required by court order to fulfill community service requirements at these types of establishments.

Makes it a class A misdemeanor for a dog control officer, animal control officer, or paid or volunteer employee to violate this prohibition.

Applies the restrictions effective on the date the subdivision becomes law, with no retroactive application to those convicted prior to enactment.

Takes effect thirty days after becoming law.
