Each school district must maintain a school library in every elementary and secondary school within three years of the law's effective date.

School districts must employ a certified school library media specialist in each school library, in accordance with commissioner regulations.

The commissioner may waive these requirements for school districts located in designated shortage areas for library media specialists.

The commissioner may also grant a waiver if a school district has an adequate written sharing arrangement with a public library that provides sufficient library access.

The law takes effect on July 1 following the date it becomes law.
