Authorizes the Commissioner of Agriculture and Markets, in consultation with the New York State Liquor Authority and Empire State Development Corporation, to determine whether proposed local land use regulations unreasonably restrict marketing activities for farm wineries, breweries, distilleries, and cideries in approved agricultural districts that were developed with state assistance.

Expands the definition of "farm operation" to include food sales, on-farm wedding receptions, parties, special events (harvest festivals, charitable events, tastings), and purchasing of crops between New York farms for eligible agricultural tourism businesses.

Amends the definition of "agricultural tourism" to encompass purchasing, selling, marketing, and production of wine, beer, cider, distilled spirits, and other New York farm products by farm wineries, breweries, distilleries, and cideries.

Takes effect ninety days after becoming law.
