Amends the definition of "public library" in the Public Authorities Law to expand the category to include any library chartered by the state board of regents or incorporated under the not-for-profit corporation law.

Includes association libraries and free libraries as defined in section 253 of the Education Law within the definition of public library.

Preserves the status of libraries that were designated as public libraries under chapter 672 of the laws of 1993 prior to this act's effective date.

Protects the validity of bonds previously issued by the dormitory authority for the benefit of libraries designated under the prior definition.

Takes effect immediately upon enactment.
