Reduces signature requirements for designating petitions from five percent to one and one-half percent of enrolled party voters in a political unit.

Lowers specific signature thresholds for New York City offices: citywide offices from 7,500 to 2,250 signatures; county/borough offices from 4,000 to 1,200 signatures; city council districts from 900 to 270 signatures; and municipal court districts from 1,500 to 450 signatures.

Reduces signature requirements for offices outside New York City, including congressional districts (1,250 to 375 signatures), state senatorial districts (1,000 to 300 signatures), and assembly districts (500 to 150 signatures).

Sets March 2, 2021 as the first day to sign designating petitions and March 22-25, 2021 as the filing period for the June 2021 primary election.

Expires December 31, 2021, with all provisions automatically repealed on that date; does not apply to New York City special elections requiring petition filing before February 15, 2021.
