Permits certified first responders, emergency medical technicians, and advanced emergency medical technicians to provide basic first aid to dogs and cats during emergency response, provided no humans require medical attention at that time.

Limits veterinary first aid to eight specific procedures: opening/maintaining airways, mouth-to-mouth ventilation, administering oxygen, mask ventilation, controlling hemorrhage, immobilizing fractures, bandaging, and administering naloxone as directed by a veterinarian.

Grants liability protection to EMS personnel and ambulance services who render basic first aid to animals in good faith and in accordance with regulations, and protects veterinarians providing instruction to EMS personnel.

Requires emergency medical personnel to consult with a licensed veterinarian when practicable while providing animal first aid.

Directs the Commissioner of Education to promulgate rules and regulations for implementation and takes effect one year after enactment.
