Prohibits any individual, firm, corporation, association, or partnership from importing, exporting, transporting, processing, selling, purchasing, trading, or possessing parts or products of African Elephants, African Leopards, African Lions, Black Rhinoceroses, White Rhinoceroses, and African Giraffes.

Allows exceptions for items lawfully possessed in New York prior to the law's effective date (with secretary of state certificate), items donated to chartered museums, and items inherited from deceased persons (with restrictions on resale).

Authorizes state environmental officers and municipal police to search for, seize, and forfeit violating items, which may be offered to scientific institutions or destroyed upon conviction.

Establishes criminal penalties including imprisonment of up to two years and mandatory sentencing pursuant to Penal Law section 55.10(b), with forfeiture and destruction of seized property upon conviction.

Takes effect one year after enactment.
