Amends Executive Law Section 383 to require state agencies and covered authorities to comply with local building and fire regulations that apply in their jurisdiction, regardless of when buildings were constructed.

Defines "building and fire regulations generally applicable" as relevant local regulations in effect under Executive Law or, where none exist, the state uniform fire prevention and building code.

Requires existing buildings constructed before this law's effective date to comply with applicable local regulations according to a staged compliance plan developed by the Office of General Services, allowing 5 years for compliance or up to 10 years if delays are justified.

Mandates that any alterations to state-owned or leased buildings must immediately comply with applicable local building and fire regulations.

Allows the legislature to exempt specific buildings by legal description and street address from compliance requirements under this provision.
