Mandates that abbreviated ballot titles be written in clear, unbiased, and coherent language using everyday words to describe the subject matter of amendments and questions.

Transfers responsibility for preparing the abstract and ballot language from the State Board of Elections to the Attorney General, who must deliver these materials at least four months prior to the general election.

Takes effect one year after enactment into law.
