Creates a seven-member Latina suicide prevention task force to examine mental health and suicide prevention services for Latina New York residents, with members serving until two years after the effective date.

Appoints members as follows: one each by the governor, temporary president of the senate, minority leader of the senate, speaker of the assembly, and minority leader of the assembly; plus two by the commissioner of mental health, with appointments made within sixty days.

Requires all appointees to have expertise in mental health and suicide prevention services with knowledge of the Latina community, and ensures geographic representation across the state.

Task force shall study current mental health and suicide prevention practices, recommend improvements to increase effectiveness, and determine potential reasons for high suicide rates among Latina residents.

Task force must provide a preliminary report within thirteen months and a final report within twenty-two months of the effective date, including legislative proposals to implement recommendations; the act expires two years after taking effect.
