Creates the autism detection, education and mapping program within the state board to promote screening, detection, and public education about autism, and to map locations of autism occurrence throughout the state.

Establishes a statewide public education and outreach campaign to publicize autism detection services and provide information on health insurance coverage and public/private program availability.

Authorizes the board to make grants to approved organizations (hospitals, health maintenance organizations, autism-focused organizations, and county/city health departments) to provide autism screening, detection, counseling, referral services, and data mapping.

Requires the board to develop implementation recommendations ensuring approved organizations integrate with existing health care providers, maximize third-party reimbursement, and collect data on autism occurrence across the state.

Mandates annual reports to the governor and legislature detailing program operations, detection and education activities, autism mapping results, and recommendations for addressing high autism incidence in the state.
