Creates Article 9-C of Real Property Law establishing Solar Rights Act that prohibits homeowners' associations from adopting or enforcing rules that effectively prohibit or impose unreasonable limitations on solar power system installation or use.

Defines "solar power system" as a photovoltaic system with rated capacity of not more than 25 kilowatts installed on a rooftop.

Declares restrictions that inhibit solar system functionality at maximum efficiency or increase installation or maintenance costs by more than 10 percent of total initial installation cost to be unreasonable and unenforceable as contrary to public policy.

Allows homeowners' associations to restrict solar installations only on property owned by the association or owned in common by association members.

Requires homeowners' associations to provide written denial of solar installations with detailed description of specific basis for rejection and concrete examples of concerns.

Takes effect 60 days after becoming law.
