Public Service Commission shall establish standards of acceptable performance for gas and electric corporations during power outages and restoration, based on the nature of the outage and number of customers affected.

Long Island Power Authority and its service providers shall establish similar performance standards for power outages and restoration.

After investigation and hearing, the Public Service Commission may impose penalties for unacceptable performance that it deems just and proper.

Long Island Power Authority may impose penalties for unacceptable performance following investigation and hearing on notice.

Penalties shall include credits to customers equal to the amount charged for one kilowatt hour for each kilowatt hour of service outage.
