Creates a seven-member LGBT youth and young adult suicide prevention task force to examine and improve mental health and suicide prevention for New York LGBT youth and young adults up to age 24.

Task force members appointed within 60 days: one by the governor (serves as chair), two by the senate temporary president, two by the assembly speaker, and two by the health commissioner; all appointees must have mental health expertise and knowledge of LGBT youth issues with geographic representation across the state.

Task force shall study current mental health and suicide prevention practices, recommend improvements, determine reasons for high LGBT youth suicide rates, and may establish advisory committees and request assistance from state agencies.

Task force required to submit a preliminary report within 13 months and a final report with legislative proposals within 22 months of the effective date.

Task force automatically expires and provisions are repealed two years after the effective date; members serve without compensation but receive reimbursement for actual expenses.
