Prohibits the non-therapeutic use of antimicrobial agents (drugs or substances that kill or inhibit microorganisms) in cattle, poultry, sheep, swine, and other food-producing animals in the absence of clinical disease.

Defines non-therapeutic use as administration of antimicrobial agents as feed or water additives for growth promotion, feed efficiency, weight gain, or routine disease prevention without signs of disease.

Bans the sale, exposure for sale, or transportation for sale within New York of any food products derived from animals treated with non-therapeutic antimicrobial agents, regardless of where the animal originated.

Establishes violation of these prohibitions as a Class A misdemeanor offense.

Takes effect 180 days after enactment, with authority for the commissioner to promulgate implementing rules and regulations immediately.
