Establishes a "New York Main Street development center" within the Division of Housing and Community Renewal to address affordable housing shortages through downtown and Main Street revitalization.

Directs the center to coordinate with the Department of Economic Development, Department of State, Department of Transportation, and Office of Parks, Recreation and Historic Preservation.

Center shall provide technical assistance and maintain a web page linking state, local, and federal programs available for Main Street redevelopment and affordable housing projects.

Requires the center to offer training assistance to community officials and maintain a comprehensive library of Main Street development publications accessible to developers and housing organizations.

Takes effect immediately upon enactment.
