Requires immediate suspension of existing licenses for slaughterhouses and mandates closure of all currently licensed slaughterhouses upon the bill's effective date.

Establishes a 7-member task force appointed by the governor, legislative leaders, and state commissioners to examine public health, safety, and animal welfare concerns at slaughterhouses.

Task force must include experts in infectious diseases, at least one member from an animal welfare organization, and at least one licensed veterinarian not employed by government.

Task force must complete its examination and report findings and recommendations to the governor and legislature within one year of its first meeting, which must occur within 30 days of appointment.
