Allows registered pet food manufacturers to apply for New York state designation or certification of their pet food as "human food grade"

Requires human food grade pet food to be suitable for human consumption and produced in compliance with voluntary membership association guidelines or federal government recommendations for animal feed regulation

Permits labeled, advertised, and represented use of "human food grade" designation only for products that meet commissioner-approved production, manufacturing, and labeling standards

Requires any label or advertisement claiming human food grade status to include equally-sized words, symbols, or images clearly indicating the product is intended for pet consumption

Designations or certifications remain valid for two years from issuance or renewal, with implementing regulations to be promulgated within 180 days of the act becoming law
