Authorizes the town boards of Webb (Herkimer County) and Inlet (Hamilton County) to establish a joint police department with jurisdiction over both towns, contingent on voter approval in each town and majority votes from both county governing bodies

Requires joint town boards to meet in session to organize the department and establish rules and regulations, including operational start date, with notification to both counties and the State of New York

Mandates local laws for the joint department must include: appointment of a police chief, annual funding and apportionment procedures, job titles for officers and civilian employees, and a coordination mechanism for employment determinations

Grants the joint department authority to hold title to all real and personal property currently held by the Webb and Inlet police departments and requires assumption of all existing contractual obligations

Allows either or both towns to dissolve the joint department through a four-fifths vote of their respective town boards, with assets divided between the two towns upon dissolution
