Defines "willful neglect" as improper maintenance or lack of maintenance resulting in substantial deterioration of residential property.

Requires the department to notify tenants and the Department of Buildings after three or more good faith complaints about health or safety violations within 120 days if conditions remain unrepaired.

Authorizes the city to commence legal action to compel property repairs upon consensus of more than fifty percent of tenants, and to prevent removal of structural, mechanical, and electrical systems.

Imposes a city lien on the property equal to repair costs plus administrative fees if repairs are not completed within 90 days of judgment, with the property owner responsible for reimbursement plus interest and penalties.

Requires property owners to provide comparable housing or relocation compensation if repairs require tenant displacement, and establishes a public "imminent danger" list for properties with more than five complaints in a calendar year.
