Requires personal care product manufacturers to disclose all ingredients to the New York Department of Environmental Conservation by January 30, 2024, and annually thereafter, listing ingredients by weight with chemicals of concern identified separately.

Defines "chemical of concern" as chemicals referenced in California Health and Safety Code Section 108954(a)(1) as of March 15, 2022, plus asthmagens designated by the commissioner in consultation with the health commissioner.

Prohibits sale of personal care products containing restricted substances (including lead, mercury, formaldehyde, triclosan, toluene, phthalates, parabens, and others) effective three years after the law takes effect.

Exempts manufacturers employing ten or fewer employees that are independently owned and operated from disclosure requirements.

Establishes civil penalties of up to $5,000 for first violations and up to $10,000 for subsequent violations, with manufacturers paying submission fees to cover department administration and enforcement costs.
