Requires supportive housing facilities in cities with populations over one million to be distributed across boroughs proportionally to each borough's population relative to the city's total population

Prioritizes siting new facilities in boroughs with the lowest existing concentration of supportive housing relative to their population

Grants community boards (or neighborhood boards if none exist) authority to approve or exempt supportive housing facilities from these distribution requirements

Defines "supportive housing facility" as not-for-profit operated residences funded by federal, state, and municipal governments serving people with mental illness, trauma, chemical dependency, chronic illness, and homeless shelters for women, children, and veterans

Takes effect immediately upon enactment
