Amends Agriculture and Markets Law to add duties promoting New York state animal and plant fiber and fiber products in cooperation with the Department of Economic Development.

Defines animal fiber as natural fibers from sheep, goats, alpacas and other hairy animals shorn for textile products, and plant fiber as natural fibers from plants used for textiles including hemp.

Requires programs offering seals or logos identifying New York state-grown fibers certified for quality, for use in product labeling, advertising, and displays.

Mandates development of educational materials about animal and plant fiber for young people in cooperation with cooperative extension, boards of cooperative educational services, local fairs, and the state fair.

Takes effect immediately upon enactment.
