Expands the FreshConnect program to provide $2 rebates for every $5 of local produce purchased in supermarkets and grocery stores

Defines "local produce" as produce grown by New York state producers (farmers, student farmers, or food manufacturers) bearing the Pride of New York symbol, from seed through final product

Defines eligible retailers as supermarket and grocery store locations devoted to selling food for off-premises consumption, excluding restaurants, hospitals, drug stores, gas stations, and similar establishments

Assigns the Commissioner of Agriculture and Markets responsibility for expanding the program

Takes effect 180 days after becoming law, with authority for the Commissioner to adopt necessary rules and regulations immediately
