Creates a seven-member Black youth suicide prevention task force to examine and improve mental health and suicide prevention services for Black New York residents aged 5 through 18 years.

Appoints members as follows: one each by the governor, senate temporary president, senate minority leader, assembly speaker, assembly minority leader, and two by the mental health commissioner, with appointments to be made within 60 days and geographic representation required across the state.

Task force shall study current mental health and suicide prevention practices for Black youth, recommend improvements to increase effectiveness statewide, and determine reasons for high rates of Black youth suicides.

Requires a preliminary report within 13 months and final report within 22 months of the effective date, including findings, conclusions, recommendations, and legislative proposals.

Task force expires two years after the effective date, with members serving until that expiration and the act deemed repealed upon that date.
