Requires the New York City Department of Education to employ at least one full-time substance abuse prevention and intervention specialist at each public school in the city.

Defines a substance abuse prevention and intervention specialist as a Department of Education employee who has received substance abuse training through the New York State Office of Addiction Services and Supports.

Allocates $42,553,000 in funding for school-operated prevention programs provided by substance abuse prevention and intervention personnel in school districts.

Renames the "Office of Alcoholism and Substance Abuse" to the "Office of Addiction Services and Supports" in the Department of Mental Hygiene.

Takes effect immediately upon enactment.
