Amends New York election law by adding section 3-508 to require the Queens county board of elections to provide written language assistance in Bengali, Punjabi, and Hindi pursuant to the Voting Rights Act of 1965

Mandates language assistance include ballots, signs, voter mailings, employee and volunteer training materials, and information on the board's website in the three specified languages

Requires the board to produce and distribute countywide a booklet containing voter registration forms with English forms and Bengali, Punjabi, and Hindi instructions; absentee ballot application procedures in the three languages; and general voter information and frequently asked questions in the three languages

Permits the board to include additional languages on its website and in the booklet beyond the three required languages

Takes effect 120 days after becoming law, with rules and regulations for implementation authorized immediately upon enactment
