Requires every SUNY and CUNY campus to provide training in opioid antagonist administration to all resident assistants through an approved program under Public Health Law § 3309

Mandates that each SUNY and CUNY campus maintain opioid antagonists onsite in all college-owned or college-operated housing in quantities and types determined by the Commissioner of Health

Makes opioid antagonists accessible to resident assistants for emergency use on any student, staff member, or individual on college housing premises suspected of opioid overdose, regardless of prior opioid abuse history

Allows SUNY and CUNY campuses to designate additional volunteer employees trained in opioid antagonist administration to respond when resident assistants are unavailable

Provides immunity from criminal, civil, or administrative liability for any person or entity acting reasonably and in good faith in compliance with this section
