Creates a workgroup jointly chaired by the commissioners of the Office of Mental Health, Department of Health, and Office of Addiction Services and Supports to analyze ambulatory patient group rates and commercial insurance rates for behavioral health services.

Workgroup membership includes representatives from professional associations representing substance use/mental health providers, peer and recovery-based programs, medicated assisted treatment providers, children's behavioral health providers, hospital associations, behavioral health consumers, and family members, with statewide geographic representation.

Requires the workgroup to develop a report with recommendations on rate adequacy for Medicaid managed care and commercial insurance, actual costs of care delivery, alternative reimbursement models, and necessary policy or fiscal resources.

Report must be submitted to the Governor, Speaker of the Assembly, and Temporary President of the Senate by October 1, 2023.

Takes effect 90 days after becoming law.
