S. 3587-B: Toll Payer Protection Act

• Authorizes public authorities to operate cashless tolling facilities with a "tolls by mail" program for vehicles that cross toll facilities without operable electronic toll collection devices.

• Establishes a three-stage toll collection process: first toll bill (30 days to pay without penalty), second toll bill with up to $5 late fee (30 days to respond), and notice of violation with penalty of $25 or twice the toll evaded, whichever is greater.

• Requires public authorities to provide websites, toll-free numbers, electronic notification options, and installment payment plans for toll payments; prohibits sale of toll debt to collection agencies until one year after liability finding or debt reaches $500.

• Creates defenses to toll liability including vehicle theft, unauthorized use, vehicle leasing, and vehicle ownership changes; prevents toll violations from affecting vehicle registration or insurance unless owner has five or more unpaid notices or $150+ outstanding debt within 18 months.

• Implements Triborough Bridge and Tunnel Authority amnesty program waiving all fees, fines, and penalties for owners who pay or contest outstanding tolls within eight weeks; provisions expire five years after enactment.
