Establishes the "New York State Kratom Consumer Protection Act" requiring dealers to disclose on kratom product labels the factual basis for representations made about the product.

Prohibits dealers from selling kratom products that are adulterated with dangerous non-kratom substances, contaminated with poisonous ingredients, contain synthetic alkaloids, or exceed 2% 7-hydroxymitragynine in alkaloid composition.

Requires kratom products to include on labels the amount of mitragynine and 7-hydroxymitragynine contained and directions for safe use; prohibits sale of kratom products to individuals under 18 years of age.

Establishes penalties of up to $500 for first offense and $1,000 for subsequent labeling violations; misdemeanor charges punishable by up to 90 days imprisonment and/or $500 fine for violations of labeling or product standards.

Allows private causes of action for damages resulting from violations and provides an affirmative defense for dealers who relied in good faith on representations from manufacturers or distributors.
