Authorizes boards of elections to accept absentee ballot applications by facsimile transmission, email attachment, and through an online electronic filing system established by the state board of elections, in addition to postal and personal delivery.

Requires each board of elections website to advertise the email address and facsimile number for application submission and provide a link to the state's online electronic filing system.

Deems electronically submitted absentee ballot applications as original applications without requiring subsequent paper submission, and considers them filed upon receipt by the board (or the next business day if received after hours).

Allows electronic signature provisions of the state technology law to apply to absentee ballot applications.

Removes the requirement for military voters and special federal voters to submit original ballot applications by mail or in person if they submit completed applications through electronic means (facsimile, email, or electronic filing system).
