Amends Agriculture and Markets Law Section 110 to allow municipalities to exempt guide dogs, hearing dogs, service dogs, war dogs, working search dogs, detection dogs, police work dogs, and therapy dogs from both licensing fees and surcharges.

Expands current exemptions to include the surcharge imposed under subdivision three of Section 110, in addition to existing licensing fee exemptions.

Requires that licenses for exempt dogs be conspicuously marked with the dog's designated category (Guide Dog, Hearing Dog, Service Dog, etc.) by the clerk or authorized dog control officer.

Takes effect on January 1st of the year following enactment.
