Allows Ryan Flaherty, a deputy sheriff employed by Orleans County, to elect coverage under the 20-year retirement plan (section 553 of the Retirement and Social Security Law) instead of his current 25-year plan (section 89-l).

Grants full credit for Flaherty's service with Orleans County in the 20-year plan retroactively, as he missed the original filing deadline through no fault of his own.

Requires Orleans County to elect this change by filing a resolution with the state comptroller within one year of the act's effective date, and Flaherty must file his election within 18 months.

Orleans County must bear all employer past service costs, estimated at approximately $143,000 as a one-time payment, or amortized over five years at approximately $32,000 annually with interest.

Annual contributions by Orleans County are estimated to increase by approximately $3,500 for the fiscal year ending March 31, 2023, with future costs varying based on billing rates and Flaherty's salary.
