Amends Executive Law Section 403 to require the Governor and all local agencies to fly flags at half-staff upon the death of first responders who died in performance of their duties.

Expands the categories of first responders eligible for this honor to include police officers, firefighters, emergency medical technicians, ambulance drivers, paramedics, physicians, and registered nurses involved in first response teams.

Applies to both paid and volunteer first responders who performed emergency response activities in New York State and died in the course of their official duties.

Maintains existing half-staff requirements for September 11th Remembrance Day, Pearl Harbor Day (December 7th), and other personages of national or state standing.

Takes effect immediately upon enactment.
