Adds non-profit housing development fund corporations to the list of entities exempt from paying water usage and supply charges in New York City.

Defines "non-profit housing development fund corporations" as entities formed to provide housing for low-income families, as defined in the Private Housing Finance Law, and organized pursuant to Article 11 of that law.

Exempts real estate used exclusively by these housing development fund corporations from all liens and charges for water usage, both past and future.

Applies only to cities with populations of one million or more.

Takes effect immediately upon enactment.
